Newcombe House public hearing

A public Representation Hearing was held in the Chamber at City Hall on 18 September 2018. Following the hearing the Mayor decided to grant permission for the application subject to planning conditions and conclusion of a section 106 legal agreement.

Public consultation

Subsequent to the Mayor’s direction, on 10 July 2018 the applicant submitted revisions in support of the application including:



• an increase in the number of homes to a total of 55, and alterations to the housing mix;

• an increase in the proportion of affordable homes to 35% by habitable room (41.8% by unit);

• an increase in office floorspace of c. 414 sq.m. GEA to a total of c. 5,306 sq.m.;

• the addition of one storey to Kensington Church Street Building 1 in C3 residential use (from four storeys to five storeys);

• the addition of two storeys to West Perimeter Building 3 in B1 office use (from five storeys to seven storeys);

• alterations to the layouts of Kensington Church Street Buildings 1 and 2, and West Perimeter Buildings 1 and 3, with associated changes to the facades;

• minor alterations to the facade of the Corner Building on levels 4, 5 and 6 which respond to the revised massing of West Perimeter Building 3; and,

• minor alterations to the services strategy for West Perimeter Building 2.

Following revisions to the application, a public consultation was held from 13 July 2018 - 30 August 2018.

Extension of consultation

On 31 July, the Mayor extended the consultation period. Originally the consultation deadline was 10 August 2018 but this was extended to 30 August to allow more time to respond to the revisions made to the scheme. All representations received prior to the Representation Hearing were taken into account prior to the Mayor making his decision.

This application has been called in by the Secretary of State following the Mayor of London’s decision to grant planning permission. The Secretary of State has directed that the application shall be referred to him instead of being dealt with by the Mayor. The Planning Inspectorate are now dealing with the case. In due course, an Inspector will be appointed and an Inquiry will be held. Details of the Inquiry will be published here when this has been arranged.

Venue for the public inquiry and viewing relevant documentation

An Inspector, instructed by the Secretary of State, will convene a planning Public Inquiry at the Conservatory Room, Grand Plaza,18-30 Lexham Gardens, London, W8 5JE starting on the 5 November 2019 at 10.00am. Interested persons may attend the Inquiry (personally or through a representative) and, at the Inspector's discretion, give their views.
